This study designed and developed a web-based problem-solving ability test instrument for fluid physics materials. This study utilized four steps of design-based research (DBR): needs analysis, design planning, development, and reflection of usage results. Based on the needs analysis, a fluid physics material test instrument was designed and developed based on indicators of problem-solving ability: describing problems, describing situations in physics concepts, planning solutions, implementing plans, and checking and evaluating. Seven expert validators validated this instrument and then reflected. The study results indicated the valid preparation of a web-based problem-solving ability test instrument on fluid material. The instruments were prepared and associated with local wisdom. The content validity based on the expert judgment showed the suitable instrument for testing problem-solving skills.
