KEYWORDS: graded approach, regulation, radioactive

In the nuclear regulatory process, the application of graded approach is a recommended measure to ensure resources are allocated based on the associated risks. Despite comprehensive discussions on the useof graded approach in the nuclear and radiological regulatory paradigm, there are still challenges in terms of the approach regarding its utilization given the numerous criteria necessary for consideration. As for the Philippine regulations and processes, issues persist in harmonizing the application of graded approach during review, evaluation, authorization, and inspection activities. The study aims to conduct a review of existing frameworks and practices on the conduct of graded approach in the regulation of radioactive sources and equipment in the Philippines and worldwide. Based on the results, decision tool is proposed that combines a comparative analysis of criteria with a weighted-means formula to rank risks. . There are specific criteria for considerationespecially when considering risks from potential radiological emergencies. The utilization of weighted means also provides a practical and simple yet effective tool for prioritization of various graded approach criteria which can make decision-making easier. The developed tool contributes to a more structured, objective, and practical approach in making crucial decisions in the prioritization of risk criteria for graded approach. The tool can be refined and used in in future reviews and as a reference for developing a graded approach regulation or guideline in the Philippines, as well as in nuclear installations where a more comprehensive regulation is necessary.
