The Role of the Editor-in-Charge

Each manuscript submission is assigned to an Editor-in-Charge (EIC). This Editor is either pooled from the journal’s Editorial Board or selected by invitation. EICs, whether internal or external to the journal’s management, is identified and selected due to their extensive background and area of expertise in relation to the manuscript's subject matter.

It is assumed that the EIC has no conflict of interest with respect to the subject matter of the paper, nor with the authors or the research funders. The EIC will be facilitating the review process for the assigned submission.

The EIC has complete responsibility and authority to reject or accept the manuscript. The EIC should be alert to errors and, especially, to fraud and in such cases should recommend outright rejection.

The EIC shall be inviting reviewers, who are experts in the field, by first sending them an invitation with only the title and abstract of the submission. The journal highly recommends each EIC to first consider selecting from the roster of PAASE Research Expertise Clusters before looking for reviewers elsewhere. After the acceptance of the reviewers, the EIC may assign the manuscript to the reviewers via ScholarOne.

The paper being reviewed should be treated with strict confidentiality. The reviewers are expected not to have any conflict of interest with respect to the research, the authors and/or the research funders.

Inclusion to the Editorial Board

The Co-Editors, PAASE Officials, and the PAASE Board of Directors discuss the possible inclusion of PAASE REC members into the Editorial Board. These nominees are judged based on their research rigor, level of mastery in their chosen field of expertise, and their demonstrated leadership in academic publication.

The Co-Editors may also nominate non-PAASE members who perform outstandingly as EIC of the journal. The Co-Editors shall discuss their nominated non-PAASE EIC with the PAASE Board of Directors and seek their approval in (1) accepting them as conditional members of PAASE pending their compliance with membership rules and (2) including them in the SciEnggJ Editorial Board.
